The Deputy Commissioner of Mokokchung had earlier issued an order on 15th of June under the Prevention of Cruelty to Animals Act, 1960 stating that legal proceedings will be initiated against those issuing shoot at sight order for dogs.
However, the law doesn’t seem to apply in some villages directly challenging the District Administration.
