OPEN LETTER TO THE MINISTER, HEALTH & FAMILY WELFARE, NAGALAND

Sir,

                The All Ward Union Mokokchung Town (AWUMT) on behalf of the people of Mokokchung town would like to draw your kind attention to the plight and hardships faced by the people of Mokokchung and neighbouring districts owing to the delay in completion of construction of the main building of Dr. Imkongliba Memorial District Hospital (IMDH), Mokokchung.

                Contract work for upgradation of main hospital building of IMDH was awarded to K.C. INFRA PROJECTS PVT LTD for a tender amount of Rs.12,92,64,000/- (Rupees Twelve Crore Ninety Two Lakhs Sixty Four Thousand) only on January 15, 2018 under NHM 2017-18. As per the terms and conditions of the Work Order, the stipulated time for completion of the said contract was 36 months from the date of issue of work order.

                However, even after the lapse of the stipulated time of 36 months for completion of the contract works, it is found that no progress whatsoever has been made in construction of the main hospital building by the contractors. AWUMT has undertaken ground verification of the site and found that except for the demolition of the old building, noconstruction work has been started at all for the new building which is totally unacceptable to the people of Mokokchung and is in outright contravention of the terms and conditions of the Work Order.

                The proficiency and competency of the contractors is highly questionable and their negligence is a deliberate offence against the health and wellbeing of the people of Mokokchung and the neighbouring districts. Further, AWUMT is also taken aback by the fact that no competent authority has restrained the contractors to abide by the terms and conditions of the Work Order to complete the contract works on time.

                Therefore, based on the reasons cited above, AWUMT earnestly appeal to your authority that the Work Order awarded to K.C. INFRA PROJECTS PVT LTD be cancelled and that a new tender for the said project be floated immediately. Your timely intervention on this serious matter will be highly appreciated by the people of Mokokchung.
